Circus Secrets

The city of Magic; Halarah. (D&D 3.5 or 5th Edition) Closed for ages and reachable only by air baloon this city is an homage to the Arcane Arts. But the stratified society is a beacon in a draining desert. Magic is codified, and only those with real power may enjoy magic. The city is abuzz with the rumors of a traveling circus- shown only to those who know where it is. Unruly and ungoverned magic is not allowed, but so far the guards have been thwarted at every turn. Could there be more than just the simple joy of seeing a child light up with honest delight at foot? Or is it the beginning of the cities end?
